    Stacey Burton's practice focuses on government contracting, blockchain tech/smart contracts, risk management, business transactions, and regulatory compliance. She has expertise in complex government investigations, acquisitions, business transactions, environmental, health, antitrust and compliance matters. Stacey also specializes in negotiating complex transactional matters nationally and internationally.


    Stacey has a proven track record for successfully advancing clients’ interests. She represents clients on matters involving contract disputes, regulatory enforcement, regulatory certifications, bid protests, debarment/suspensions, compliance/monitoring, corporate structure and governance, teaming arrangements, commercial transactions, fraud/false claims investigations, software licensing, and research partnerships.


    Stacey Burton has a wealth of experience in key federal procurement areas, including bid protests and other disputes, complex compliance, fraud investigations, suspension and debarment, and ethics. She is a former government agency Director of Suspension and Debarment, Deputy Director of the Office of Grants and Senior Procurement Attorney. Stacey has a deep understanding of government investigations and has partnered with the Office of the Inspector General within the Air Force, NASA, and the Environmental Protection Agency (EPA). She has been qualified as an EPA-certified inspector and Certified Compliance and Ethics Professional (CCEP) through the Society of Corporate Compliance & Ethics.She is a former lecturer for the Inspector General Investigator Academy. Stacey is also a former antitrust litigator with the Washington DC office of a top-tier law firm.


    In addition to her legal practice, she serves on the Board of Directors of two nonprofit organizations. Aside from practicing with Cogent, Stacey currently serves as the Vice-President of the Bethesda Chapter of the National Contracts Management Association and a business counselor, mentor, and instructor for entrepreneurs with SCORE. Stacey is an appointed Commissioner of the Commission on Health for Montgomery County, MD. Stacey is also the CEO and General Counsel of the National Sustainable Business Coalition (“NSBC”) where she is committed to helping NSBC members achieve success in a socially responsible way. Stacey is known for successfully building strong relationships and effectively collaborating with business partners.
